2023 Summer Summit

Summer Summit | June 14, 2023 | Natchitoches

The 2023 Summer Summit will cover current legislative topics. Janet Pope, Executive Director of the Louisiana School Board Association will give a legislative recap.   Anya Randle, Executive Director, School System Financial Services, Louisiana Department of Education and Rodney Wilson, LASBO President will also present and lead a swap shop forum.

Various legislative instruments that are moving through the current legislative process include but are not limited to:

  • House Bill 9 would create and provide for a program to provide state funding for the education of students with exceptionalities not enrolled in public school.

  • House Bill 21 would provide relative to extended leave for school bus operators and public school employees.

  • House Bill 69 would provide for the screening and diagnosis of students with respect to dyslexia.

  • House Bill 98 would create and provide for a program to provide state funding for the education of students not enrolled in public school and expands the ability of parents to enroll children in the public school of their choice.

  • House Bill 169 would provide for safety protocols for elementary school students when being dropped off at and picked up from school. 

  • House Bill 213 would exempt certain school surveillance and security video from the Public Records Law.

  • Senate Bill 134 would authorize a tax credit for donations to certain public schools.

 

There are also numerous other bills being considered that may affect LASBO members. 

There is no cost to attend the LASBO Summit.

Please note that you may check in to receive your nametag beginning at 7 a.m. on Wednesday, March 22, 2023, in the CAJUNDOME Convention Center Exhibit Hall A. LASBO REGISTRATION is located in the exhibit hall this year.

CONTINUING EDUCATION HOURS:

The conference will provide a maximum of 13 hours credit towards recertification. LASBO will maintain CPE records of attendance for CPAs to meet CPE requirements. Please remember to turn in your attendance records prior to your departure. You must sign in at each workshop.  Credit will be posted to attendee profiles within 20 business days following the conference.

DOOR PRIZES:

Don't forget your door prizes! We will have several drawings throughout the duration of the conference. Door prizes can represent your district/city or just be something special! Minimum value of $25.

  • Wednesday, March 22 at 12:00 p.m.  - INTERACTIVE LUNCH WITH SPONSORS.   Be sure to use this time to mingle with sponsors and get a head start on your BINGO card. REMEMBER - CASH PRIZES!
  • Thursday, March 23 from 6:30 - 10 pm  -  CLOSING PARTY at Rock'n'Bowl de Lafayette! The reception will include music, bowling, food, games, door prizes, and fun. Bowling tournament team assignments to follow.
  • Friday, March 24 7:30 a.m. - HOT BREAKFAST BUFFET, awards, great speaker and final door prize drawings, and an announcement of the BINGO card cash prize winners.




















TRANSPORTATION:

Daily continuous bus transportation will be provided from each of the hotels to the CAJUNDOME. A bus schedule with pickup and drop off times can be found here. Posters with shuttle information will be available in each hotel lobby.

The financial forecast is in!

School district budgets are about to be hit by a powerful wave of financial pressures.

A looming ESSER fiscal cliff. Inflation at a 40-year high. Unprecedented enrollment declines. Pandemic-fueled hiring. Add them up, and school district budgets are in for a wild ride. On top of it all, a broader economic slowdown would mean that state budgets won’t be able to blunt the financial impacts headed their way.

What does the forecast tell us about when and how deep the effects will be? What do district leaders need to know about the storm ahead? In this webinar we walk through a mix of factors, explain how – and when – they’re likely to hit district budgets, and discuss how district and state leaders can make smart decisions now to prepare.

Is it too late for districts to redirect ESSER commitments?

State and national test scores came out earlier in November, and the results weren’t pretty. Kids are months behind academically, and will need intensive support to catch up. Middle school math in particular saw the largest-ever declines.

The question now is whether ESSER commitments made months ago can be shifted to meet these needs. Districts still have billions left to spend in ESSER money, but they wrote their budgets last winter and signed them in the spring. Now that the school year has started, many districts are finding that their funds are already committed. Staff were hired and projects launched before districts understood the nature of the gaps now evident in the testing data.

In this webinar we share our latest look at ESSER spending and suggest ways that districts can redirect, and in some cases refocus, their federal relief funds to respond to emerging data on what students need most.

We hope you will join us at the 2023 LASBO Spring Conference.  LASBO is working with the teams from the CAJUNDOME and Lafayette Tourist Commission to ensure our return to Lafayette is as seamless as possible and results in a positive experience for you. As you may know, LASBO entered into a two year contract with the CAJUNDOME and 2023 is the second year in that contract.

We heard your concerns and we expected that the change in our traditional “all in one” hotel venue would have some road bumps. Our plans are to address transportation so there are no delays and we have also contracted more rooms in two main hotels so members will have more time to network with one another and sponsors at these two main properties.

LASBO Certification/Recertification: LASBO Members who now meet certification requirements should send their application form with appropriate attachments to Julie Fuselier, LASBO Executive Director, 620 Florida St., Ste. 210, Baton Rouge, LA  70801 by the deadline of December 16, 2022. You may download the certification application from the website www.lasbo.org.  For recertification, please verify your hours online to ensure you have a total of 60 hours.  This is the final year year in this 3-year cycle. The Certification Committee will review all continuing education hours for new applications.
